The aim of this study is to find out the purposes of the financial support and employment policy applied by the Ottoman Empire to the immigrants of the Balkan Wars. This study based on Ottoman archive sources and books and works written on this subject. The laws and the instructions by the Ottoman Empire regarding financial support and employment policy were supported with examples related to the subject from the archive sources. The practical applications of the laws enacted towards immigrants have been determined with some examples. It was understood that the policies put forward by the Ottoman Empire in the employment of immigrants were aimed at both the immigrants and the state’s interests. It is aimed that the exemplary practices that can be obtained in this study will be guide to the future studies on immigrants financial support and employment.

Bu çalışmanın amacı Osmanlı Devleti’nin Balkan Savaşları muhacirlerine uyguladığı maddi yardım ve istihdam politikasını hangi amaçlar doğrultusunda, ne gibi yöntemlerle gerçekleştirdiğini ortaya koyabilmektir. Bu konuda yazılmış eserler ve yapılmış çalışmalar eşliğinde, Osmanlı arşiv kaynakları temel alınmıştır. Osmanlı Devleti’nin maddi yardım ve istihdam politikasına yönelik çıkardığı kanun ve yayınladığı talimatlar arşiv kaynaklarındaki konuyla ilgili örneklerle desteklenmiştir. Muhacirlere yönelik çıkarılan kanunların pratikteki uygulamaları bazı örneklerle tespit edilmiştir. Osmanlı Devleti’nin muhacirleri istihdamında ortaya koyduğu politikaların gerek muhacirler gerek devlet menfaatlerine yönelik yapılmaya çalışıldığı anlaşılmıştır. Bu çalışmada elde edilebilecek örnek uygulamaların, günümüzde mali yardım ve istihdam konusunda göçmenlere yapılacak çalışmalarda yol gösterici olması hedeflenmiştir.
